Building to an International Standard in Ghana

What does it actually take to deliver a project in Ghana that meets an international standard? Code compliance, registered professional input, international-architect coordination, a measured BoQ, and documented quality control. Here is what each one means in practice.

What “International Standard” Actually Means

“Built to an international standard” is a phrase used loosely. On a real premium project it has a precise meaning: the project complies with Ghana’s building law, carries registered professional input, coordinates with the design team to international practice, is costed on a measured Bill of Quantities, and is delivered with documented quality control and a written warranty. Every one of those is verifiable.

Built to Code — the Foundation

An international standard starts with Ghana’s own building law, properly applied:

The Ghana authority stack

  • National Building Regulations 1996 (L.I. 1630) — the foundational statutory instrument setting minimum standards for design, construction, and safety; the building/development permit is valid for five years.
  • Ghana Building Code (GS 1207:2018) — the technical code currently enforced for all construction, covering structural safety, fire, ventilation, electrical, plumbing, and more; permit applications must demonstrate compliance.

These are not optional extras at the premium level — they are the floor. A project that does not demonstrably comply with L.I. 1630 and GS 1207:2018 has not met any standard worth the name.

Registered Professional Input

An international standard is delivered by accountable professionals, not assumed:

  • Engineering — GhIE / Engineering Council: registered engineering input on the structure and building services, under the Engineering Council Act 2011 (Act 819).
  • Quantity surveying — GhIS: a quantity surveyor registered with the Ghana Institution of Surveyors measures and prices the work, so the cost is real.
  • Architecture — ARC / GIA, and international coordination: practising architects registered with the Architects Registration Council, coordinated with international architects on prestige projects.

International-Architect Coordination

At the prestige level the design is often led by, or coordinated with, international architects. Delivering their drawings to standard is a discipline in itself: managing information, resolving site queries against the design intent, and ensuring an imported detail is built as drawn. We coordinate the design team so the standard on the drawing is the standard on site.

A Measured BoQ — Not a Guess

An international standard is also a cost standard. The project is priced on a Bill of Quantities measured by a quantity surveyor — not a per-square-metre guess. This matters because published per-m² rates in Ghana diverge 3–5× (roughly ₵1,200 to ₵6,500+/m², none tied to a survey authority), and at the premium level the specification drives the cost. Permits and Environmental Compliance

An international-standard delivery handles the statutory process properly:

  • Building/development permit through the Metropolitan/Municipal/District Assembly, with a Lands Commission-approved site plan and drawings by a licensed architect.
  • EPA environmental permit (Environmental Assessment Regulations 1999, L.I. 1652) where the project is one likely to have significant environmental impact — registered and permitted before construction.

Documented Quality Control and Warranty

Finally, an international standard is documented. The project is commissioned, snagged, and handed over with full documentation, and stood behind with a written warranty and a defects-liability period. The documentation is what lets an institutional or overseas stakeholder verify the standard after handover.
